We cross the border at dawn to reach the Bay of Kotor before most of the tour buses. First stop: Perast, a Baroque village with Venetian churches on the shores of the deepest fjord in the Mediterranean. From there we take a small boat to Our Lady of the Rocks, a Baroque church built on an artificial islet — the only one in the Adriatic raised by sailors who kept filling the sea with stones.
We continue to Kotor, a medieval town and World Heritage Site. A historic centre walled on every side, hidden squares, a 12th-century cathedral and, if you fancy it, a climb (at your own pace) up to St John's Fortress for the views you see on every Montenegro postcard. Free time for lunch on a terrace.
On the way back we stop at Budva for a panoramic view of its Old Town and at Sveti Stefan, the most photographed island hotel in the Adriatic (photo stop at the viewpoint). Back in Dubrovnik before sunset.
We pick you up at your hotel or accommodation and set off in an air-conditioned minivan towards the Croatia-Montenegro border.

A very well-organised tour from Dubrovnik. We crossed the border early and avoided the queues. Perast is a lovely little village and the church on the islet is a gem. Kotor takes you back to the Middle Ages. A full day, and a very fulfilling one.
We were staying in Dubrovnik and wanted to see Montenegro without hiring a car. This trip covers the essentials in one day. We saw Perast, Kotor with enough free time, Budva and the postcard view of Sveti Stefan.

Better than any huge coach tour. A 16-seat minivan, a friendly atmosphere, stops tailored to the group. The border only took us 20 minutes to cross. We were back in Dubrovnik at 18:30 with time for dinner.

We fell in love with Kotor. The medieval centre with its narrow streets and hidden squares has something magical about it. We had 2 hours free, enough for a relaxed wander and lunch on a terrace overlooking the fjord.
The border was the only annoying bit: in August there's usually a queue. But everything else was perfect. The guide gave us loads of historical information about the area, he wasn't just a driver. Good value for money.
Sveti Stefan is one of those places you see online and wonder whether it's real. It is. The viewpoint stop is short (15 min) but enough for photos. The island hotel is stunning seen from above.
We'd wanted to visit Montenegro for years and this tour was the perfect solution. No driving, no stress, seeing the most important sights. Recommended for anyone spending a few days in Dubrovnik.
Excellent as a first taste of Montenegro. If you like it, you can always come back with more time. Personally, we found Perast the most authentic, Kotor the prettiest, and Budva touristy but OK.

Yes. Montenegro is not in the EU: you need a valid passport to cross the border. A Spanish national ID card is not enough. There can be queues at the border in July-August.
